After careful reading of the “the Management Rules of Finance Company Set up by Enterprises” (China Banking Regulatory Commission Circular 5 in 2004), China Petrochemical Corporation hereby gurantees that it will increase the capital of Sinopec Finance Co. Ltd to help the Finance Company with its payment problem whenever Sinopec Finance in difficulty to make payment.
