SINOPEC Qingdao Safety Engineering Institute (SSEI), which is a comprehensive safety research institute directly under SINOPEC, was founded in 1979. Developed more than 2 decades, SSEI has become an important base for Health, Safety & Environment (HSE) researches and applied technologies in the petroleum and petrochemical industries in China and is also the leading technical support organization for the HSE management, hazards prevention and control, and emergency response of hazardous chemicals.
The strategy objectives of SSEI : based on the key safety work within SINOPEC, addressing the principles of " close to enterprises, close to productions, and close to markets", develop HSE applied technology, to provide technical guidance for the decision-making of work safety in SINOPEC, and technical supports for the safe production, environment protection and occupational health within SINOPEC enterprises.

* Technical Research on Long-term Safe Operation of Process plants
To improve Sinopec economic profit ,according to Sinopec development strategies, centered on the plant safe operation, studies are focused on the prevention from high sulfur and acid crude oil equipment corrosion and facility integrity for deteriorated oils, to develop advanced and reliable techniques, promote anti-corrosion technology progress, and improve the inherent safety.
* Technical Research on Chemical Emergency Response
Researches are focused on prevention, monitoring and control technology in chemical emergency response, which plays a leading role domestically. The national emergency response hotline (0532-83889090) was established on January 1st of 1998 , and serves 24 hours a day and 7 days a week, which provides nearly 1000 times of consultation in each year.
* Research on Typical Chemical Reactions in Petroleum Productions
Studies are focused on the fire and explosion mechanism for typical chemicals and related prevention and control technologies, to avoid and reduce the occurrence of calamitous accidents in production and other processes.
*Research on Risk Assessment Technologies for Petroleum Installations and Construction Projects
Studies are focused on risk assessment and control technologies for large-scale tank farms, long-distance pipelines, as well as petroleum installations, to guarantee the safe and stable operation.
* Research on HSE Management and Safety Training
Studies are focused on the development of HSE management system, HSE standards, consultation to enterprise, HSE supervision and management for construction, and safety training, to provide technical supports for the establishment of SINOPEC HSE management systems.
* Technical Research on Electrostatic and Lightning Prevention
Studies are focused on complete technologies for electrostatic and lightning prevention for large-scale oil depots and pipelines in order to prevent fires and explosions in the fields caused by electrostatic and lightning. The electrostatic and lightning laboratories are well equipped with advanced measurement instruments and surge protector, which are a leading one in China.
* Research on Monitoring and Testing Technologies for Workplace Safety
Studies are focused on monitoring and testing technology of hazardous factors in workplace and safety monitoring instrument, to provide powerful technology supports for standardizing management of monitoring and testing and relative technical standards of Sinopec.
* Technical Research on Occupational Hazard Prevention and Control.
Studies are focused on the occupational hazard control in petrochemical work place, health assessment methods and occupational disease prevention and control methods, to fulfill the demands of SINOPEC in chemical, noise and other hazard prevention and management.
* Research on HSE Information
Studies are focused on the Collection of HSE information from home and abroad, publication of the journals entitled Safety, Health & Environment and Team & Group Safety, maintenance of SINOPEC Safety NET.
SSEI was granted with following business qualifications£ºState Class A qualification for the risk assessment of petrochemical projects. State Class A qualification for the assessment of occupational hazards. Qualification for the certification of HSE management system. Class A qualification for the work safety of testing and inspection. State qualification for special measurement and certification. State Level A qualification for safety training. Designing qualification for noise control. Qualification for occupational health supervision.
SSEI is equipped with more than 100 sets of inspecting, testing, analyzing instruments and testing apparatus, which include auto-ignition tester (ZPA-3), accelerating rate calorimeter (ARC), full automatic flash point tester, explosion limit tester, sustainable ignition tester, minimum ignition energy tester, simultaneous thermal analysis tester (STA) and Ionic Chromatograph. Safety control Lab for hazardous chemicals has been approved in the first batch of national key labs which were certified by the State Department of Science and Technology.
SSEI has won nearly 40 prizes for science and technology and innovation above the provincial level for items, which include 3 SINOPEC second class prize and 7 SINOPEC third class prize. SSEI has applied for 32 Chinese patents, of which 14 patents has been granted.
