SINOPEC Sichuan Vinylon Works (hereinafter referred to as SVW) is located in the Chemical Park of Changshou District, Chongqing. It is one of the four introducing large chemical fiber projects approved by Chairman Mao Zedong and Premier Zhou Enlai in the early 1970’s, with the area of 5050 Mu. The plan of the project was issued by the State Development Planning Commission in 1973. SVW was commenced to civil construction in 1974 and commissioning test run in 1979. It was started to run after achieved as-built acceptance of the State in 1983. And in the same year, SVW was incorporated into SINOPEC. Main plants of SVW were respectively imported from such countries as U.K., France, Germany, Japan and so on. The investment of its fundamental facilities was 1 billion RMB. SVW is one of the twenty large-scale companies in SINOPEC now.

Through construction and development of 30 years, SVW has become a large combined enterprise that produces chemical and chemical fiber products in China at present, with natural gas as feedstock. Also, SVW is the unique natural-gas-based chemical company in SINOPEC, consuming 0.9 billion cubic meters natural gas per year. The capacities of its main plants are as follows: acetylene at 67.5 KMT/Y, methanol at 350 KMT/Y, acetic ethylene at 200 KMT/Y, PVA at 60 KMT/Y, formaldehyde at 50 KMT/Y, EVA at 60 KMT/Y, liquid ammonia at 200 KMT/Y, vinylon fiber at 20 KMT/Y. Most products of SVW have good reputation in international and domestic markets. The total asset of SVW was 6.4 billion RMB until the end of 2010, with asset-liability ratio of 30%. SVW has about 4000 staff now. SVW has been successively awarded many honorary titles including “the National May Day Labor Certificate”, “the countrywide quality benefit enterprise”, “the countrywide outstanding enterprise of the ideological and political work”, “the countrywide advanced enterprise of construction on spiritual civilization” etc., and on the front rank of “the top 50 industrial enterprises in Chongqing Municipality ” for successive years.    

SVW actively pushes forward foreign investment and cooperation and vigorously implements the strategy of “going global”. YARACO (Yangtze River Acetyl Corporation Limited), a joint venture established by SVW and BP, takes the advanced technology in the world to produce acetic acid and acetic ester. It has been totally invested 2.735 billion RMB in three stages to build the plants of acetic acid and acetic ester. After YARACO was started to run, it achieved very good benefit. YARACO is a typical example of the joint investment among SINOPEC, Chongqing Municipality and foreign companies. Xinjiang Weimei Chemical Co. Ltd., jointly invested by SVW and Xinjiang Meike Group Corporation, built an acetylene-island project in Korla. The project uses the technology of natural gas cracking into acetylene. That technology is specially owned by SVW. The project was successfully commissioning test run in one time on April 5th, 2008. Chongqing SVW-Linde Gas Co. Ltd. which was jointly invested between SVW and Linde Group of Germany is accelerating to build an air separation plant of 46000Nm3/h O2.  
            
SVW is in the lead of the natural gas chemical industry in China. Its core business of natural gas chemical products has a remarkable advantage. The economic efficiency and operational quality of SVW is steady boosting. SVW has been able to develop large scale chemical industry of natural gas. SVW is taking action to achieve the goal of “Ten Billion Yuan Chuanwei” proposed by SINOPEC, Chongqing Municipal Commission and government, making full use of the rich natural gas resource in Puguang field, vigorously adjusting the structure of products and industry. Then SVW can take differential measures to produce the products with high additional value. 300 KMT/Y VAC project of SVW was formally approved by SINOPEC on January 18th, 2008. It is expected to complete in the first half year of 2011. Then the goal of “Ten Billion Yuan Chuanwei” will become reality. Meanwhile, SVW is actively implementing some matching projects for further processing of 300 KMT/Y VAC. These projects mainly include 600 KMT/Y acetic acid, 200 KMT/Y BDO, 400 KMT/Y MTO, 250 KMT/Y EVA and a jointly invested project of isophytol. During the period of “the 12th five plans”, according to the spirit of 17th National Congress of CPC, SVW supported by Chongqing Municipality is pragmatic and creative operation under the lead of SINOPEC, with more active status. SVW will deeply carry out scientific outlook on development, promote sustainable, effective and harmonious development, and make efforts to build into the strongest and largest production and research base of natural gas chemical industry in China as well as assist to realize “five goals of Chongqing”.
