SINOPEC Luoyang Company (LPC) is located at Jili District where situated at the north bank of the Yellow River, 33 kilometers northeast from Luoyang City, which is renowned for an Ancient Capital of Thirteen-Dynasty. Taihang Mountain is to the north; the Yellow River is on the south, No. 207 State Highway and Erguang Express Way is connected in its east and Jiaozhi Railway Line is located on the west, LPC enjoys an advantageous geographical location and convenient traffic. Luoyang Company, composed of oil refinery, chemical & chemical fiber production, is a super large-scale state-owned enterprise subordinated to China Petroleum & Chemical Corporation (SINOPEC). In 2007, it has processed 5,920,000 tons of crude oil.

Initially established in 1978, LPC was put into operation in 1984. Since then, LPC has been keeping its development in a way of producing together with construction. One after another, many large-scale oil refining, chemical & chemical fiber production units and related auxiliary utilities and safety, environment protection facilities have been established including a 5 million t/y atmospheric and vacuum distillation unit, two sets of 1.4 million t/y heavy oil catalytic cracking units, a 800,000t/y solvent de-asphalting unit, a 700,000t/y continuous catalytic reforming unit, a 800,000t/y straight run diesel hydrofining unit, a 800,000t/y catalytic diesel hydrofining unit, a 300,000t/y gas fractionation unit, a 100,000t/y hydrofluoric acid alkylation unit, a 70,000t/y polypropylene unit, a 20,000t/y BOPP plant, a 260,000t/y aromatics extraction unit, a 215,000t/y PX unit, a 325,000t/y PTA unit, a 200,000t/y PET unit, a 100,000t/y direct spinning staple fiber unit and a 100,000t/y direct spinning filament yarn unit, etc.
Now there are more than 60 kinds of products made by Luoyang Company. The majors are: 97# gasoline, 93# gasoline, 90# gasoline, -10# diesel oil, 0# diesel oil, +5# diesel oil, 3# jet fuel, all-purpose kerosene, molecular sieve material, asphalt, commercial fuel oil, LPG, propylene, industrial sulphur, oil acid, liquid ammonia, polypropylene, BOPP film, benzene, toluene, PX, solvent oil, PTA, polyester polymer & chips, FDY, POY, high tenacity and high modular cotton & wool type staple fiber, etc.

By relying on the technology improvement and management innovation over the past years, LPC realizes consistent safe operation and achieve fairly well economic and social effects. The enterprise has past the authentication on ISO14001 Environment Management System and acquired the international certificate issued by UKAS in 1999. It has past the authentication on ISO9001 Quality Management System in 2003.It is one of the first batches that are awarded by SINOPEC as the “model enterprises in cleanness & sanitation”.  At present, an integral management system of quality, environment and professional safety& health has been formed and the standardized, systematized and scientific management level of the enterprise has also been continuously increased. Many professional management such as equipment management, environment greens and archives management are all in the advanced level in China. LPC have been successively awarded many honorable titles including “the National May-day Labor’s Medal”, “National Best Model Family for its staff members”, “National Advanced Enterprise in Professional Morality Construction” etc.

In order to further optimize the production units and product mix and improve the quality of gasoline and diesel, LPC has planned and put into execution the Quality Upgrading Revamp Project for oil products. The first phase engineering program of the project has been officially approved by SINOPEC on May 2006. The project will consists of a newly built 1400,000 t/y delayed coking unit, a 2,200,000 t/y wax oil hydrofining unit, a 40,000 cubic meter/hour hydro generation unit, a 40,000t/y sulphur recovery unit, a vacuum distillation revamp unit for 8000000 t/y atmospheric and vacuum processing and related utilities and storage & transportation system, etc. The total budget of the project is RMB2.308 billion. The construction of the project is now undertaken based on schedule and will be completed by the end of 2008. At that time, the crude oil processing in Luoyang Company will be increased to 8000000 t/y. It will be rapidly prompt LPC to step forward for establishing the super large integration production base of refining and chemical in middle area of China.
