SINOPEC Luoyang Company (LPC) was a 5 million t/y refining enterprise approved by the state during “the Fifth-Five-Year Plan”. After was put into operation in 1984. LPC has been keeping its development in a way of producing together with construction and gradually becomes a super large-scale refining & chemical enterprise composed of refining, chemical & chemical fiber from a single refining enterprise. In 2010, LPC occupied the fifth of one hundred powerful industrial enterprises in Henan and was appointed as “The Key Service Enterprise Of Henan Province” & won the prize of “Doing Social Reliability Of Henan Industrial & Economic Enterprises” awarded by Henan Provincial Government. In this year 7.58 million ton of crude oil was processed, the sales income of 44.78 billion RMB Yuan was realized & the taxes of 6.64 billion RMB Yuan was paid.
There are mainly three parts of the production system and related auxiliary utilities and safety, environment protection facilities including oil refining, chemical & chemical fiber production. The oil refining part owns a 8,000,000 t/y atmospheric and vacuum distillation unit, 1,500,000.00 t/y crude oil flash vaporization unit, two sets of 1,400,000 t/y heavy oil catalytic cracking units, a 800,000 t/y solvent de-asphalting unit, a 700,000 t/y continuous catalytic reforming unit, 600,000 t/y jet fuel hydrofining unit, a 800,000 t/y catalytic diesel hydrofining unit, a 650,000 t/y gas fractionation unit, 1400,000 t/y delayed coking unit, a 2,200,000 t/y wax oil hydrofining unit, 2,600,000 t/y diesel hydrofining unit, a 40,000 cubic meter/hour hydro generation unit, a 40,000 t/y sulphur recovery unit etc. The chemical fiber part owns a 260,000 t/y aromatics extraction unit, a 225,000 t/y PX unit, a 325,000 t/y PTA unit, a 400,000 t/y PET unit, a 100,000 t/y filament yarn unit and a 250,000 t/y staple fiber unit etc. The chemical part owns a 80,000 t/y polypropylene unit, a 20,000 t/y BOPP plant etc.
Now there are more than 70 kinds of petrochemical products made by LPC. The majors are: 97# gasoline, E97# gasoline, 93# gasoline, E93# gasoline, 90# gasoline, E90# gasoline, -35# diesel oil, -10# diesel oil, 0# diesel oil, +5# diesel oil, 3# jet fuel, light kerosene, propylene, polypropylene, BOPP film, high tenacity polypropylene yarn, benzene, toluene, PX, PTA, polyester polymer & chips, FDY, POY, high tenacity and high modular cotton & wool type staple fiber etc.
Since 2005, by taking “Practice Scientific Development Standpoint, Laying Equal Stress on Making the Enterprise Finer & Stranger” and implementing “Three-Step” Development Strategy, LPC has successfully built up the upgrading & modification project of oil product quality, stepped into the first rank of petrochemical industry with 100,000,00t/y refinery and has become the super large scale refining & chemical integral production base in Central China. From the initial construction till the end of 2010, LPC has processed 97,000,000 ton of material oil and is expected to process crude oil more than 100,000,000 ton accumulatively to this June according to the statistics,
LPC all along persists in the tenet “stress politics, bear the overall situation in mind, observe discipline, faithfully fulfill the economic duty, political duty & social duty of the state-run enterprise”. The enterprise has obtained the UKAS International certificate, past the authentication on ISO14001 Environment Management System and the authentication on ISO9001 Quality Management System so that the integral management system of quality, environment and professional safety & health has been formed and the modern management system of overall budget management, internal control & integral examination has also been operated. Meanwhile LPC becomes the first batch of model enterprise of clean production and completes the energy saving indexes during the “Eleventh-Five-Year Plan” assigned by Henan Provincial Government one year in advance. LPC has been awarded many honorable titles including “The Nationwide Advanced Basic Party Organization”, “the National May-day Labor’s Medal”, “ The Nationwide Excellent Enterprise in Ideological& Political Work”, “Nationwide Best Model Family for Its Staff Members”, “The Nationwide Excellent League Committee”, “The Nationwide Advanced Enterprise of Environment Protection” and “The Nationwide Advanced Enterprise of Environment Greens” etc. In 2008 and 2010 it was awarded twice by Henan Provincial Government as the titles of “The Good Basic Party Organization in Five Aspects”.
On the broad & flat water, the ship is sailing smoothly. Looking into the future, under the guidance of scientific development standpoint and the scientific lead by the Party Group of SINOPEC LPC will try to realize both quick & good development by making full use of the great & good opportunity of the Central China Economic Zone construction and vigorously carrying forward the enterprise spirit of “looking for challenge and making unremitting efforts to improve itself”. And LPC will strive to build LPC into a petrochemical base with a crude oil process capacity of 20,000,000 t/y & annual sales income of 100 billion RMB Yuan and further to make new & greater contribution to the vigorous development & strengthening of petrochemical industry and the local economic & social development.
